警情通报

2020年3月10日早上8时许，郑州市公安局大学路分局民警在工作中发现辖区内居民郭某鹏近期存在出入境情况，经向其核实，郭某鹏拒不承认。民警经调查核实了其出入境轨迹，立即将信息上报，并积极联系社区工作人员，将郭某鹏送至二七区集中隔离点进行观察，期间郭某鹏出现发热症状被送至医院，随后确诊。

郭某鹏违反《郑州市新冠肺炎疫情防控领导小组办公室第二十一号通告》，故意隐瞒出境史，未严格落实“隔离观察”措施，未严格落实“如实申报”措施，期间多次乘坐公共交通工具，出入办公场所，对新冠肺炎疫情造成传播危险，其行为已违反《中华人民共和国刑法》第三百三十条之规定，涉嫌妨害传染病防治罪。目前，郑州市公安局大学路分局已依法对其立案侦查，该案正在进一步调查中。

郑州市新冠肺炎疫情情况通报

2020年3月11日12时40分，郑州市确诊1例境外输入新冠肺炎病例，该病例是我市首例境外输入性确诊病例。现将该确诊病例情况公布如下：

患者郭某鹏，男，30岁，现住二七区蜜蜂张街道办事处京北社区中原东路73号楼，职业为：浩昶劳务派遣公司派遣到郑州市交通运输局执法支队郑东新区执法大队劳务人员。

3月1日，郭某鹏由北京首都机场乘EY889航班飞往阿联酋阿布扎比；3月2日，由阿布扎比乘EY81航班飞往意大利米兰；3月6日，由米兰乘EY88航班飞往阿布扎比，转乘EY888航班于北京时间3月7日8时50分抵达北京首都机场，经测体温正常出航站楼后，乘坐机场大巴于10时30分许至北京西站。

3月7日13时，经测体温正常，由北京西站乘K267列车（17车厢63号）于21时50分到达郑州站西广场，后步行到家。

3月8日7时28分，经测体温正常，乘坐地铁1号线0143车换乘5号线0516车（医学院站——郑州东站——康宁街站）至单位（郑东新区基运大厦6楼）上班；18时49分，经测体温正常，乘坐地铁5号线0507车换乘1号线0143车（康宁街站——郑州东站——郑州火车站站）下班回家。

3月9日7时31分，经测体温正常，乘坐地铁1号线0144车换乘5号线0532车（医学院站——郑州东站——康宁街站）至单位上班；18时45分，经测体温正常，乘坐地铁5号线0506车换乘1号线0129车（康宁街站——郑州东站——医学院站）在医学院站出地铁后，步行至一心堂郑州中原路连锁店买药，后居家未外出。

3月10日8时，经大数据比对，发现其有境外旅居史，公安民警和社区工作人员赶至居住地，由120救护车将郭某鹏转运至二七区集中隔离点；15时30分，因发热由120救护车转运至郑州市第二人民医院；17时，由120救护车转运至郑州市第六人民医院；3月11日确诊。

截至3月11日12时，经流调初步判定密切接触者24人，均已采取集中隔离医学观察措施。

郭某鹏返回郑州后隐瞒境外旅居史，涉嫌妨害传染病防治罪，公安机关已立案侦查。

Important Reminders for Non-Native Personnel Entering Zhengzhou

Due to severe situation of foreign epidemic prevention and control, the number of imported cases has been increasing continuously. In order to strictly implement the requirements of the "No. 21 Circular of the Zhengzhou COVID-19 Epidemic Prevention and Control Leading Group Office" to ensure the health and safety of oversea personnel entering Zhengzhou and their family members, and to strictly prevent more foreign epidemic inputs, important notes have been made as following:

1.All personnel entering Zhengzhou from overseas should truthfully report their residential history after arriving at the airport or train stations. These entrants should also consciously report the true situation of their personal communication history to the inspectors and cooperate with the implementation of quarantine/observation process as required.

2.All family members or relatives of oversea personnel entering Zhengzhou should truthfully report the flight and train number of oversea relatives returning to Zhengzhou to the community two days in advance, and consciously cooperate with the implementation of quarantine/observation process as required.

3.All units that take the lead in inviting and receiving oversea personnel into Zhengzhou should truthfully report the flight and train number of oversea personnel invited to Zhengzhou to the community two days in advance, and consciously cooperate with the implementation of quarantine/observation process as required.

4.In violation of the requirements of "Circular No. 21 of the Office of the COVID-19 epidemic Prevention and Control leading Group of Zhengzhou", units and inpiduals that report late, fail to report, conceal, or fail to report the situation of overseas personnel entering Zhengzhou, which resulting in serious consequences, will be investigated for corresponding responsibility in accordance with the law.
